
The Open Enrollment Period for all insurance coverages will be from November 1, 2011 through November 30, 2011. This is also the enrollment period for the Flexible Spending Plans as well as the supplemental benefits available through AFLAC.
Medical coverage for Monroe County I.S.D. employees is through MESSA. All MESSA Open Enrollment materials are on the MESSA website from November 1 - November 30. Each employee is required to login and view the Open Enrollment (OE) form and the Benefit Summary Report (BSR).

Your MESSA online enrollment information provides a list of your enrolled dependents for medical insurance. Once a child or spouse ceases to be a dependent, it is the employee's responsibility to immediately notify the Human Resources Office so that the dependent is removed from all insurance coverages. Employees who do not remove ineligible children in a timely manner may be responsible for paying insurance premiums and/or actual costs for the period of time the ineligible dependent remained on the insurance. At the time a dependent becomes ineligible for coverage, he/she may purchase insurance for a period of up to 36 months under COBRA. COBRA information is available in the Human Resources office and on the MCISD website.
>Reporting a Change of Status
Employees who qualify for insurance coverage and are eligible to add family members (due to marriage, birth, adoption, etc.) must complete a Change Form (available in the HR Office) for both the MESSA and SET (Dental and Vision) coverages within 30 days of the occurrence.
Likewise, in the case of a divorce, death, loss of guardianship, or other dependent ineligibility, Change Forms must be completed immediately to have ineligible members removed from the insurance. Employees who do not remove ineligible person(s) in a timely manner may be responsible for paying insurance premiums and/or actual costs for the period of time the ineligible person(s) remained on the insurance.

A SET Account Eligibility Report was mailed to the home of every employee. The Account Eligibilty Report details the coverages through SET, Inc. as well as eligible dependents on your plan(s). Please review this form. If any changes are necessary, please print the form below and bring to the Human Resources Office no later than November 30, 2011.
The Open Enrollment period for AFLAC Supplemental Benefits is also November 1st through November 30th. AFLAC offers MCISD employees the following benefit plans:

All staff members who are eligible for benefits through the Monroe County I.S.D. have the opportunity to participate in a medical and/or dependent care reimbursement account through BASIC. These programs allow you to participate in a payroll-deduction savings plan to pay for unreimbursed medical, dental, vision and dependent care expenses.

If you would like to enroll, print the Enrollment Form and return to the Human Resources Office no later than November 30, 2011.
NOTE: Employees who were enrolled in the previous benefit year must re-enroll each year. Enrollment does not carry over from year to year.
How Does a Flex Plan Work?
Before the start of the benefit plan year, participating employees must estimate their out-of-pocket health and/or dependent care expenses for the coming year. Your contribution is deducted from your pay in 20 installments beginning with the first pay in January and forwarded to BASIC. This money is never reported to the IRS as taxable income.
NEW! Flex Debit Card
When employees receive a service or purchase a product, simply present the Flex Debit Card and the provider will be paid with the money being deducted from your individual Flex Account. However, reimbursements can also be made by submitting the receipts to Basic using the reimbursement form.
NOTE: Any monies set aside and not used are not refunded, per IRS regulations. Thus employees should plan their deduction amount(s) accordingly.
The Voluntary Term Life and Accidental Death and Dismemberment Insurance is available to Monroe County I.S.D. employees through SET/SEG. This plan can provide coverage for you, your spouse, and your dependents at affordable premium rates. For more information visit the Human Resources Office.
